Yes, this tool can help you to type in Hindi and Odia. There is also support for Oriya available the same page in the Download section as well.
You can use the following link to download the necessary packages. After the package has been installed, you will find it in the system tray in form of an icon that opens a toolbar after it's clicked.

You can install the application normally, but you will have issues with its launching procedure. According to the compatibility settings, the application is not developed to run on Windows 8 (any version).
The package is compatible with the following versions of Windows:
Windows 7
Windows Vista
Windows XP SP2+ (32-bit)
Even if you manage to install it on Windows 8, there won't be any possibility to customize or launch it.

You have to install the necessary fonts so that Word recognizes them when you copy and paste the content from PDF to the Word file. I've tried this way with a custom font from a PDF and Word and it worked normally, but after I installed the font used in the PDF file.
Also, install the Microsoft Indic Language Input tool because it also contains the necessary fonts, engine and the keyboard layout that allows you to enter text in Hindi.
Can I use the above application to translate text to Tamil? Is it possible?

No. You can't use Mirosoft Indic Language Tool to translate text to Tamil. The application uses transliteration as a converting mechanism. This is different from translation and it's based on changing every letter from one language to another without considering the phonetic differences between those two. It isn't advised to use this tool for translations.
